he was talking about the metric system. In the U.S., we measure things in standard measurements (ounce, quart, pound, etc.), but in France, they measure in the Metric system (milliliter, centiliter, kiloliter). Since they don't use pounds in France, they would call the quarterpounder something different.
I hope this isn't too much detail, but I've never been all that good at explaining things.
