Flying Saucer Attack - Beach Red Lullaby
BackDanged if I can`t find some Flying Saucer Attack on youtube (band not the song) so I had to give a shout out. I totally indentify with the music on CHORUS (loud multi-effect guitar, quiet acoustic, whispered vocals, at home recorded). They used to put slogans on their albums like "keep vinyl alive", "home taping is reinventing music" and "less is more".
Flying Saucer Attack was an experimental indie rock band that formed in Bristol, England in 1992. David Pearce was the core member of the group, and Rachel Brook (of Movietone, another Bristol band) was a member for most of the band's lifetime.
The band were marked by quiet vocals and sheets of feedback with similarities to contemporary shoegazing bands, or The Jesus and Mary Chain. FSA were able to create a small but enthusiastic fanbase as one of the more remarkable experimental bands of the day. The band were notable for recording most of their output at home into a normal home stereo system, avoiding recording studios as much as they could. This gave their music a DIY feel and gave them the freedom to experiment as much as they wanted.

Check out Slowdive, Bardo Pond, Bowery Electric, Windy & Carl (esp. Drawing of Sound), there's a lot of good bands in this vein.

if you like FSA, movitone is the singer (heard here)'s post-FSA band. unrelated, Labradford also sets a sometimes-similar atmosphere (though chillier) and also Stars of the Lid might interest you in the same slow-build sort of way. Also I second Terry G's big ups to Windy and Carl(devastatingly beautiful) and Bardo Pond (gorgeous and psychedelically lush). Cheers!
