I've taken a japanese course, and they say that in everyday japanese people avoid using 'shi' as it is also the word for death, so they would use 'yon'.
So it'd be better to be "ichi ni san yon..." rather than shi.

They're actually きゅう(kyuu) and じゅう(juu), but when we romanize them, we omit one repeated "u". Likewise, 19 is "juukyuu" in typing, but jukyu in romanization.
