It's obvious. Each cup contains an internal cup, which creates a restricted volume cavity around the inside of the outer cup. Notice that, on the first round of pouring, he pours the milk into the side of each cup, so that only this outer cavity is being filled and it rises more quickly. But, on the second round, he pours into the centre, so filling the larger volume internal cups, the sum of which volumes are equal to the volume of the cavity of the largest cup.

Ice frozen on the inside edges of the cups?

Notice how the milk looks very white at the start and very watery at the end.
